Sometimes when there's heavy snow even on the highway you can only do 20mph, at least if you want to be safe.
I hear ya..and I agree...you definitely have to adjust your speed, etc to the road conditions. 
I don't know what GG meant by too slow but I mean those people who are afraid to move
at all in the snow, going wayyyy under 20 / 25 /30 MPH even on the highway.  Now if the
snow is coming down fast and heavy, you know the kind where the windshield wipers can
barely keep up, then sometimes there's just nothing you can do but drive slow.
